This section shows how to create notifications and communications through the EACAT platform, while accessing the eNOTUM service. If you want to use your own systems, you need to use web services, integrating into the service (More information: How to integrate into e-NOTUM?)

Access to e-NOTUM through EACAT?

EACAT is the platform through which Catalan public administrations can access the e-NOTUM service.

To access it, you must first apply for registration in the e-NOTUM service at the AOC Consortium. Once the applicant and authorized users have been registered, they must identify themselves with a digital certificate or user / password on the EACAT platform and access the e-NOTUM service within the Applications tab.

From this point, we access the main screen of the e-NOTUM service. In the central part of the screen are all the notifications and communications made, with the following detail:

  • Title of the notification or communication
  • Reference
  • State
  • Creation date

On the left side, you can see a navigation menu with various contents that allows:

  • Create new notifications and communications
  • Search
  • View notifications made according to certain states
  • Modify service settings
  • Download the daily report
  • Manage alerts

How to make a notification?

To make a new notification, go to the left side menu of the screen, and click on the blue button + Send

This will display a screen with 5 sections:

  • Shipping type
  • Required information
  • Additional data
  • Recipients
  • Actions

And 3 buttons:

  • Templates
  • Drafts
  • Come back

To create a notification or communication, follow these 4 points:

  1. Identify the shipment as a notification or communication.
  2. Inform the obligatory data of the shipment.
  3. Inform the optional data that are considered.
  4. Incorporate the recipients to receive the shipment.

First of all, you need to identify the type of submission you want to generate. Therefore, in the section "Type of shipment" it will be necessary to indicate whether you want to send a notification or a communication and depending on this the mandatory data requested for the shipment will be different.

The "Mandatory data" section must provide the basic details of the notifications or communications. The departments to which the user belongs will appear as "Department".

In the section of additional data of the shipment we can modify certain parameters of the notification like:

  • Notice language (if created in different languages)
  • Channel: to identify whether the notification is an electronic notification or a supplementary notification to the paper notification
  • Deadline and number of alert reminders to send (by default a reminder is sent in the middle of the deadline)
  • If the notification is already registered, we can inform you of the registration number and registration date so that eNOTUM does not re-register it.
  • Warning template to use.
  • Attached documentation that accompanies the administrative act

In the Recipients section, we need to include the recipients of the notification, who can be a natural person or a legal entity.

In the case of a legal person, the notification can be linked to a natural person.

If recipients have been defined in the Settings section, they can be used to be included in submissions:

When more than one recipient is added, you have the option to check the " Share a single notification " check (unchecked by default). See what functionality it has by accessing the following link: What use does the “Share a single notification” feature have?

If groups of recipients have been defined, they can be used to include them in submissions:

And if the group is added to the submission:

Once the details of the shipment have been reported, then the shipment can be published on the eNOTUM citizen portal, by clicking on the "Submit" button.

The reported submission may not be completed at this time, and may need to be saved for later completion. In this case, it can be saved as a "Draft".

Another possibility is that the shipment being reported is a shipment that is periodically repeated. For these cases, it can be saved as a template and reused as many times as needed.

The "Clear" button is used to clear all fields in the notification.

How to make a supplementary notification?

In the drop-down you need to check the "Paper and electronic notification (complementary)" check.

Remember that the date of practice of the notification will be the one that is practiced in the first place, the one of paper or the electronic one (complementary)

How long will the supplementary notification remain at the entity's Headquarters?

The eNOTUM has defined a maximum time for the citizen to practice it of 180 days. If nothing is indicated, the default is 90 days in the case of additional.

What information is required for the notice?

There is no mandatory notice for additional notifications and they can be sent without giving an email or phone address.

How can I find the notifications I have marked as complementary?

In Advanced Search, you'll find a field where you can refine your search based on whether it's a paper notification.

How to make a supplementary notification?

To practice an additional notification that has been accepted by the face-to-face channel, once you've searched and identified the specific notification, in the lower right sidebar, you'll find the "Make a notification" option.

How do I check the details of the notifications made?

From the main screen you can consult the details of any notification or electronic communication made, by clicking on its title:

At the top right of the screen, when the notification has already been consulted by the citizen or the company, or the deadline to consult it has expired, the PDF of evidence is enabled, which is the electronic document that serves the administration as proof that the notification has been made, in case it is necessary to prove it in court:

How do I search and filter notifications?

On the left of the screen you can see a user navigation menu that allows you to search for notifications and communications made according to different criteria.

First, you can search for notifications and communications by status by clicking on one of the following statuses:

  • All : Loads all notifications sorted by registration date
  • In transit : Upload all notifications that have not yet been deposited
  • Filed : Loads all notifications that have been posted but not yet viewed by the public. These notifications are sorted by registration date
  • Viewed : Loads all notifications displayed by the recipient
  • Accepted : Loads all notifications accepted by the recipient
  • Rejected : Loads all notifications in the status of: Rejected without access and Rejected without action. In this case, the acceptance date will be displayed instead of the registration date
  • Error : Page paged with all notifications in error status

Second, you can search for notifications and communications by title or by clicking on "advanced" in different fields.

Notification notice reminders

When creating a notification, the issuing body can customize the days on which a reminder will be sent to the recipient by email or SMS (if the mobile has been reported) within the time limit for reading the notification.

If nothing is defined in this section, by default, e-NOTUM will send a reminder to the recipient halfway through the deadline. If set, you must specify the reminder days separated by (;).

What does it mean to add people linked to business notifications?

In case of linking people in the notifications addressed to a company, the notification can be accepted only with a certificate of natural person linked to a company . They will not be accepted with a certificate only from the company or only from the natural person indicated in the notification. Notices will be sent to the linked person and not to the contact details of the company.

What access level is allowed to be set in a notification?

3 levels of access are defined for notifications, so that citizens and companies can access them:

  • LOW : They can access with any of the mechanisms available for authentication to e-Notum, including idCAT Mobile obtained by Internet, password of the own e-Notum and Cl @ ve PIN of basic level, with registration based on the shipment a zip code to the user's home address.
  • SUBSTANTIAL : They can access with any mechanism except those categorized as LOW, that is, they can access with idCAT Mobile accredited with certificate, in person or video identification, Cl @ ve PIN with face-to-face registration or digital certificate, Cl @ ve Permanente or Certificates digital signatures of advanced signature (in software). Examples: idCAT, TCAT-P, FNMT of Individual.
  • ALT : They can be accessed only with high-level categorized mechanisms, that is, qualified certificates of qualified electronic signature (in secure device of creation of qualified signature). Examples: DNIe, T-CAT.

This level is set when the notification is created.

Can foreign phones be notified?

e-NOTUM accepts foreign phone numbers and sends an SMS alert. The web service specifically performs the following steps with this command in order to validate the phones:

  • Normalize phone:
    • If there is a + character on the phone, replace it with 00.
    • If the phone starts with 0034, delete these characters because it is the Spanish prefix.
    • If no prefix is specified, treat it as a Spanish telephone
  • Validate phone:
Are the recipient's email and phone number required or optional?

ENOTUM currently allows you to create notifications with the following data, depending on whether the recipient is:

  • Individual: obligation to report by e-mail or mobile
  • Individual: Email and mobile are optional if the notification is also sent on paper
  • Legal Entity: Email and mobile are optional
Typology and size of the annexes

Their size depends on how they are attached. You can consult the details in the technical documentation of the service .

If the format of the attached document is not in this list, an error will occur and the notification will not be generated.
